Not sure in other states but , here in ky. My last information was 17’ over secondary roads and 21’ over primary roads for any utility overhead. I’ve pulled several down hauling big iron but, over 15’ I had a wire pitcher on secondary roads, just to keep the natives from complaining. As for being road legal height on so called public and private property- the business while open is considered public and during closed time is private property. Unless a height restriction sign with footage is posted I don’t see you are responsible. But I’m not sure as to the law in that location.
