That has nothing to do with company policy. Legally if you have hours available you can move around a city without logging it, but while the truck is moving you better have the legal right to be driving it. Once its parked again you can ignor the local travel time. Most companies have policies that prohibit drivers from crusing round town. But do not confuse company polices with laws and remeber they both can bite you it the back side.
So you get paid to drive back home as well?

My company gives a card relinquishing us of being on duty, that is DOT recognized. we can use the tractor to provide transportation, as long as its prudent, I couldn't say, go on a fifty mile ride, but to get basic needs or services its ok.

It is a basic need to give, or be serviced... isn't it?

I suppose it could be, but you have a better chance to get "serviced" at a truckstop.
