    That backflow device and water meters were placed on an island. I'm sure there were reasons, but it makes it tough for trash and delivery drivers.

    In which case , if possible, I would delete the useless row of parking at that hair pin, soften the radius around the thicker tree'd portion and add signage "truck access"

    Think decide lesser of two evils, move the water meter and the island and pave it, or keep fixing it. Truck drivers will be truck drivers.

    The hairpin on the red line needs to be eliminated if there is any way to do it .
    If there is no large elevation change

    it would be cheaper to just reverse that island than keep repairing the damage

    make the travel lane on the right side of the backflow preventer
