I have a friend who is a retired ship captain. I will ask him about it. He will be more informed than me and probably Sean Hannity. Although Sean probably disagrees with that statement.

I think Ontario Canada has a mandatory speed limiter requirement.

No, but the question is whether the ship in that video is actually speeding.
