Spn 102 Fmi 10

    I have a 2015 international workstar 7400 maxxforce and its throwing spn 102 fmi 10 slow boost response.
    I replaced the IMP due to completely clogged and replaced the IMT because it had damage (melting around the probe). I have inspected all intake piping and charge air cooler piping and nothing out of ordinary. Turbos have been cleaned for turbo ####ing. I also bore scoped the CAC and it did not seem to be clogged. The EBPV in the exhaust down pipe only actuates twice when key is turned off not sure if that is relevant or not but on my daig sheet it said it should actuate three times. Trucks FDP is 82 to 90psi during operation. CAC was pressurized and it passed. Performed boost solenoid test with shop air and it passed. Soo I dont know what I am missing or over looking i cant seem to figure it out. It is not turbo coking they where just cleaned. Also during operation IMP is reaching 21psi and wastegate seems to go down to 98% at that time. IMP dose drop when EGR percentage goes up or is commanded. only thing i did recently notice was EGR valve was at 85% and hanging there during throttle snaps. Any help would be much appreciated im not sure what im missing. Also should mention fresh air filters, fuel filter and screen under electronic fuel pump. The TC2 Inlet sensor was also replaced not sure why different mechanic did the work.
