Technically your screen shot is from the State Highway Patrol and doesn’t say just what percentage of these stats actually came from the Greater Saint Louis Area... having lived there for a year in a prior life, I would bet on most of them... lol

And the bottom of your screen shot, again from the Headquarters of the State Highway Patrol, advises to “PLEASE DO NOT TRAVEL”.... since they didn’t indicate which specific part of the State they were referring to it is logical that then it must be an advisement for the Whole State, which since I grew up in Illinois, I think St. Louis was a part of MO... maybe it still is... so, assuming facts not in evidence, I think that it’s safe to say that your OP did apply to “St Louis”... specifically and the State as a Whole... and thereby completely factual.
