Not sure about Volvos but I had a Cat do this and it was the crank timing sensors on it. The two sensors would not communicate to each other fast enough to allow the ecm to kick off the run mode. Would take 10-15 sec of normal speed cranking.
Starter taking 8 to 10 seconds. It's fuel pump issue or ???

Not to be funny, but are you sure the engine is spinning fast enough?
I thought I had no problem starting my diesel pickup truck, but after I replaced the starter I could not believe how fast the engine spun.
Over time even if the engine is turning more slowly you get used to the sound of it and think nothing is wrong.
At least that was the story with my pick up anyway. -

I have a 96 international with a 60 series that does the same thing. After you crank it for the day it’s fine but that first crank is a SOB. I’m not sure where to start
