The lucrative franchise contracts to operate Connecticut highway plazas are expired, and a state lawmaker from Stamford is seeking to draw more of that revenue to the state and modernize rest stops for motorists and truckers.
Democratic Sen. Andrew McDonald said 23 plazas on Interstate 95, the Merritt Parkway and Interstate 91 need more restaurants, visitor centers, big-rig parking and other amenities, and the state needs a bigger cut of the profits.

"The big-picture issue is the state owns the land on which these concessions are being run as extraordinarily valuable enterprises to the vendors," McDonald said. "This represents a substantial opportunity to re-engineer the rest areas to maximize the revenue received by the state."
A 2007 Department of Transportation study envisioned more than $400 million in improvements, including 1,060 more truck parking spaces statewide, better tourism facilities and over-the-highway service plazas.
