I am currently living in Georgia but once I get going with a trucking company the Georgia address will just be a mail address, I won't have an actual residence. As much as I'll be gone, no kids at home and single I thought it kind of silly to have a rental I would only stay in a couple days a month.
I have family all over the US, one of the reasons I waned to go OTR, gives me a chance to see some of them, even if just a short visit.
With that said, if your address is just a mailing address can you basically choose which state you want to declare residency? I realize there are some requirements like getting your CDL actually in that state but if I only have a mailing address wouldn't it be smart to use a relative address in Texas (no state return) than a relative in Georgia (19th highest taxes in the nation).
Am I missing something?

I'd like to know this too. I'm in FL so state taxes aren't a thing, but would like to change my address to NV so I can stay out west a little more regularly and still not have state taxes.

You need to choose a state where you will use as your residence. You could use a P.O. Box in order to make sure you receive notifications for your CDL. You could either use a street address of a close relative or rent a box at one of the mail box services.

NV will require a street address for driver's license. Use a mail forwarder that allows use of their address.

I know a few guys that set up a Texas address just for tax reasons, as we don't have state income taxes here. Normally they use a rv park as the permanent address, parks will actually work out a pretty cheap deal for you.

South Dakota is very full time RVer friendly with establishing residency and getting a drivers licence. No state sales tax either. Perhaps they're also good for CDLs?

Some states may require rent or lease contract. If you have friends or relatives in the state, then download a simple lease/rent contract and use that. You could just say you rent a room in their house.
