Steer tire fighting turns, delayed reaction. Why?

    Steering shaft u-joint. I have to grease mine constantly or it does the same.
    I reread the op, does the wheel not turn, as in rim tire, or steering wheel?
    If steering wheel.. see above..

    And if it’s roll , then you may have some issue with the bearings or brakes. that’s the only two things that would stop it from rolling . Other than the tire is scrubbing against the frame or bumper .
    Perhaps the wheel stop bolt or whatever you call the bolt that limits how far the wheels will turn right and left , has fallen out and the wheels now with steer too far and the tire is scrubbing the frame or leaf springs or something , but that will be pretty easy to find since it will be all shiny and have all the dirt and paint scrubbed off .

    and again, if you are pulling containers , or some trailer besides a normal
    Dry van , that has a tall frame , the chassis can bind up agains the frame of your tractor behind the fifth wheel , and then it doesn’t matter how far the steering wheel is turned , the tractor isn’t able to turn and it just pushes the steer tires .

    I had this happen to me , first time was when I pulled out of a driveway into a busy highway and there was a hump
    And when the tractor went over the hump the frame got hung with the container chassis , and couldn’t pivot so I’m plowing straight across the highway even though I have the wheels turned all the way to the left .
    I wound up having a shop cut down the top of the frame behind the fifth wheel and weld a new flange on it.

    Also, trucks don’t have ball joints, they have king pins.

    I think the closest you’ve been to a truck is when getting passed by one.

    Is the king pin on that thin tube that goes to both tires?

    No that is your cross tube or cross bar. A kingpin holds the spindle to the axle.

    Yes, if they bendix brakes, it could be a sticking bridge, bad bridge bearing or a sticking pistons.
