    they wasted thier time helping him.

    it is 1000% the drivers responsibility to secure the loads.

    they should have cited him, fined him heavily and made his call for a crew to help him.

    then they should have ordered him to a DOT scale house for a full inspection, as i'm almost certain, more violations would have shown up.
