Just pull up to the line, then go back and pull the garbage can into the middle of the lane. Then lay the fuel hose on the ground. Any driver will know that means the pump is broke and you will not be hassled.

WIthin the parameters of your initial post, I wouldn't have a problem with it.
HOWEVER,WHen I pulled vans I always made a point to sweep out the trailer where I picked it up, or had it unloaded. My Dad tought me that any trash and / or dunnage in the trailer was part of the load. And the entire load got unloaded at the consignee. The trailer was clean when it was loaded, it will be clean when it's unloaded. If it isn't, it's not unloaded yet.
Now I do admit, I was as a Sams Club DC in Mn once, live unloaded and pulled back into the drop lot to sweep it out. Yard jockey came flying up and started spweing spittle and filth from his mouth about it. That gave me an attitude, so I checked out through the gate, stopped in the drive just OUTSIDE the gate, blocking it, put on my 4 ways and swept out the trailer, deposited the full trash bag in the trashcan at the guard shack and went on my merry way.
Just because they tell you you can't sweep it out, doesn't mean you have to believe themWhere there's a will. there's a way!

I pulled an empty off the rail yard today. It was a little bit dirty, small pieces of wood, some plastic and forklift tire dust.
I pulled to the side, out of the way and locked to doors open to start sweeping. A minute goes by and a yard dog zips by at about 30mph, slams on his brakes to yell at this driver who is sweeping his trailer garbage out onto the ground....
But he sees my garbage bag full of everything but the dust... and he moves on without a word. He might have been speechless! Maybe he never saw a trucker that didn't litter? Not one that pulls rail trailers.
