A casual reading, of some of literature out there on the new initiatives, rules and regulations that are primed and ready to go, tells me that DOT/FMCSA are after chronic offenders, i.e. the "little guys". They are the "easy pickins". But are the so called chronic offenders/"little guys" really the problem? Or is it just easier to take their "milk money"?
