I'm new. Is it correct that tennessee and florida have the same tandem length requirements? I cant make sense of my atlas I dont know if it should be to the center of the back tire or the center of the axle group

NO, TN and CA have different measurements (40 ft versus 41 feet) and they measure that distance using different locations.
TN allows 41 feet from kingpin to middle of the rear axle group. That means 41 feet from the kingpin to a point that is halfway from the front axle and rear axle of the tandem. See the tiny white gap between the front tire and rear tire of the trailer tandem? That is the center of the rear axle group.
If you are legal for CA you are legal for TN. But if you are legal for TN you could be slightly over length for CA. CA measure from kingpin to the rear axle of the tandem. -

FYI, Florida will give you 44000lbs on a tandem, so there really shouldn’t be a reason for you to bust the kingpin reg.
