"REQUIRE" means lower insurance rates is what that's all about.
Hazmat/tanker companies that haul the same products; some require previous experience and some hire new cdl grads. The one's that hire new grads are willing and able to pay the additional cost of insurance premiums for the new cdl grads.
I worked at a place that most of the product was acid in tankers. They stressed verbally and in ads, "Two years experience required pulling hazmat/tankers." Yet, they hired two new cdl grads while I worked there and both hauling acid; one local and one coast to coast.
The guy that got the local job was referred by the cdl school I think and the other that took the coast to coast runs just walked in off the street. He was wearing shined shoes, casual slacks, white long sleeved shirt. No, he wasn't dressed for work, but the terminal manager liked his attention to detail and hired him. After he was hired, he wore the same type clothes, but changed his shoes to steel toed work boots.
