I wonder what determines the "year" of a glider

Here is one states answer:The glider kit usually has a new VIN, provided by the glider kit manufacturer, and the original vehicle’s VIN is retired. This causes the glider kit to be registered as a new vehicle, with the model year being the year the glider was completed. http://massvehiclecheck.state.ma.us/commercial_glider_kits.html

If its like some of the T Buckets I've been involved in, it's the year of the frame or it can be re-registered as a new vehicle, dunno on big trucks though, you'd have to check your local Secretary of State/DMV

on a glider kit like from Fitzgeralds it's a completely new truck with just a rebuilt tranny and engine so you get a new VIN number and it's a brand new truck with a special vin identifier so freightliner knows the difference.

    Time4Change Thanks this.

Does this mean if you were to buy one this year, it would be considered a 2015 and therefore be California CARB compliant?

Actually, I think it's the other way around......since it's a "before compliance" frame, you're not subject to the rules.......
    as I understand it, anyway

After reading through this I think it would be a 2015 but it would not be CARB compliant b/c the engine would not be to meet what DFO is looking for. This would seem to meet the SNI "age of truck" rule and the engine could be a rebuilt 10 yr. old

Yeah a new glider would be a 2014/2015/whatever, even if the engine is old. I emailed Glenn to ask about bringing a +10yr truck on board and he says I have to get in touch with someone at Charlotte about that. We will see what the say. If its no they will probably lose me as an IC, just is what it is. Hopefully its not a problem.

Don't see why they would have a problem with it......I mean, they bought a bunch themselves (had not such good luck with them, but, NTL)
