I’m not talking about importing more I’m talking about the foreigners that are here legally and take the legal way to obtain a CDL. Not all foreigns drivers are non English speaking.

It’s up to the officers to enforce the language barrier if they so choose to. Example from like 5 years ago a driver was pulled into the port in Cheyenne,WY officer asked him a couple questions but the driver had no clue what was being asked. The officer them pulled out a book and asked what different road sign’s meant of course the driver failed that too so the company was called and the driver was put out of service. Another driver had to come and drive the truck away.
