Actually, it's because they have absolutely nothing better to do. Local law enforcement is the same way there with drivers in 4 wheelers. There's not much real crime going on so they have to do something I suppose.
You should try driving at 3am around a city there in a car and see how often you get pulled over. It's automatically assumed that you're drunk if you're out at that time of night.
When I was riding my motorcycle all year long there I once got pulled over 17 times in one February coming home from work at 1-3am. They all thought I stole it for sure to be riding in the cold and snow. That one I can somewhat give them but it was still ridiculous. It was funny though because every last one of them would say, "You really ride in this weather? You're crazy." By the end of it they all knew me though and would wave at me when they saw me. -
