As far as a highway channel, there isnt one, so have fun.
Power limits are by frequency, not portable or mobile. The portable will always have a limit due to the radios limitations as well as frequency.
I use a Motorola Spectra programed on to FRS and GMRS, and a Motorola HT440 for a portable. The spectra is capable of 50 watts but it is programed to 5 I believe.

I guess I mis-spoke about power limits. It would have been more accurate for me to say "you'll play hell finding many handhelds with more than 5 watts" although I know they exist. I have one that does more than 5

Not A Rubicon has some very helpful and informative videos but I think he is FOS about using GMRS 19 as a road channel. As he noted, 19 (462.650) is prohibited for use in Northern (Canadian) border states North of Line A (I believe). For decades, Channel 20 (462.675) used with a 141.3 PL was a "standard" for many REACT and similar public service organizations. In more recent years that channel (with occasional exceptions) and PL were considered "open system" on most repeaters so configured and on Simplex. Also, Channel 20 is useable north of Line A. I think in this case, Rubicon's ego overloaded his better judgement and he just wanted to leave his mark at the expense of creating additional confusion where it wasn't necessary.
