Look, I don't make the rules but ever since the Feds made Wisconsin make margarine legal the world's been going to heck in habiliment.

 

For true inner vehicle communications we need the highways wired too so the vehicles locations relative to others can be continuously controlled.
Rebuilding the infrastructure will take a long time, especially with the lowest bidder system used by all the involved buruacies with fingers in the pie making reliability problematic years longer than necessary.

Look at Boeing's space craft....

As sections are really harmonized, perhaps some of us here will see 100% robotic OTR with drivers doing local/short regional stuff.

By the time EVERY delivery destination in the country is 'wired' to truly eliminate all forms of truck driver, your great, great, grand kid's might see it.

It will happen just after we all get Jetson's flying cars...
