I don't think this is on a straight percentage. It looks more like a points system to me. If Swift in fact had 18% of its drivers on controlled substances, do you honestly think they'd still be on the road? 18% of 16K power units...nearly 2900 drivers running around stoned? Really??? While the numbers we see do reflect the standing of the company (out of the 25 largest, Swift is somewhere in the top 10 "cleanest" CSA scores) and this system takes into account per capita violations per set number of units, it can't possibly be a straight percentage.
Let's take a step back until we actually understand this. If you bother to read the accompanying article, you can see the results of touting misunderstood numbers.
Is Swift the absolute safest? Nope. But on the other side of the token, it is far, far from the worst. Unfortunately, these numbers will be used incorrectly to state such ridiculousness as I outlined above.

Until they have sufficient data on all categories, it's all a stab in the dark. Some companies will have no data for crashes for instance. And until all the data is in and computed, and not left in limbo while the companies dispute the data, these "scores" are all inconclusive and basically horse poop. The only conclusions one can arrive at are within the particular category they do have sufficient data in. And the way they've computed safestat scores in the past I would question all of it until the FMCSA can get its poop in a group.
