    Asked this specific question of DOT officer.

    empty containers are just a widget, and can be secured anyway for weight and length.

    LOADED containers, no matter how big require minimum 4 chains, one to each lower corner (the attachment point) (usually they cross chain it so you have enough room to put the binder on).

    Per the book, you can go to either upper or lower. Personally I would think upper, for more down force.

    The first two times I grabbed an empty container I chained the #### out of it like that. Didn't move of course, but definite overkill.
