It’s legal because of the rope on the ends. There’s a come along up top to pull the rope together and basically pull the load to the center. And hay for the most part isn’t going to move much unless you go into a corner pretty hot.

I think mainly like you said. The ropes are tied together with a come-a-long so the front and back are pulling towards each other creating friction in the middle.

this is the high quality job that was done by someone on Friday for my monday load. i went in today (sunday) cuz i knew the load would be poorly done. (and it's supposed to rain tonight and tomorrow. (cuz the guy getting the preload is totally useless, he's been here 5 years, unbelievable). That's a 65' long piece (it's oversize load) that you cant' quite see. Count the chains. Notice the tubing just floating there. There's a whole other section that isn't even touched by anything. (that i didn't get a picture of). This guy gets paid hourly to get these and tie them down. I don't get paid but mileage and stops for these.

After taking an hour to fix it (and another guy with a forklift to lift some of it to add some dunnage so something is pressing down), i weigh it. (there's a scale at the yard, it's supposed to be part of the preload guys job so the mileage guy can just go)

    12k, 29,500, 22,000, 21,500

    yeah

    WTF

it's not even close. Should be right at 80k. If the invoices and product match the build sheet, which clearly they don't. That's 5k over and the axle weight is over too.

    tomorrow morning should be interesting.

Wow that looks like a headache... Im curious about How would you go about tieing down that tubing if its on the side like that.? I think i would just make the forklift move it to the top , but what did u do? . I hauled some 55ft beams a couple weeks ago out of sme in utah and they was loaded all different anles, was tightening my chains every 10 miles and took about 200 miles for them beams to settle, real pita...

You can get it moved up, or depending on the exact situation you can use wood blocks above it, with the chain pulled tight over the wood.
