Ya, you should never weld on a rim with a tire still on it, ever. It looks like that bar is welded to the rim, if not then disregard and carry on.

No trailer lights, and not a bit of securement. But he was being "safe" by doing 30 in a 55. Nothing over the blade even. This is in the great state of Phagina.
