That whole truck/trailer he's hauling weighs less than 7K lbs so he already has more chains on it than legally required. It also skid steers so backing off with a short trailer will be no problem since it can pivot in place to keep it straight. If you look where the axles on that trailer are its actually loaded pretty much perfect for its weight. CoG on that load is probably somewhere around the rear tire of the machine on the deck. Most modern 1Ton SRW trucks have a payload of 3500-4000 lbs depending on options. He's probably fine on the weight on the truck.
Hard to tell but it looks like a 3 axle trailer which means it likely has a GVWR of at least 21K lbs based on most manufacturers I've looked at. Puts him well into CDL range once you add the GVWR/GCWR of the truck.

I don’t like posting this as a hall of shame because I don’t know how it happened other than it looks like someone cut him off and he had to stop and that went in through the sleeper. You can see some broken straps. No other vehicle involved and it shut 2 lanes of 820 north in Fort Worth down for a couple hours.

Friday afternoon I was was headed westbound on I-20 towards I-635 at the 483MM which is Lawson Rd. I'm traveling in the back of a pack of vehicles and about 300 yards in front of me I see what looks like I was about to drive into a dust storm. There was a brown cloud covering the westbound lanes of I-20. As I got closer I saw cars sliding and going all over the place. As I caught up with the back of the pack of cars I could finally see what happened.
A Dodge Ram pickup pulling a flatbed with a load of 4x4x8 hay bales lost his top two rows of hay and it scattered all over I-20 westbound and cars scattered. There was so much hay laying on the interstate that nobody was attempting to drive through it so I decided to drive around a few people and use the ugly monstrosity of a front bumper on my truck and I started pushing hay bales out of the way. I was ready to go home and I'm sure the other drivers were too.
As I drove past the Ram pickup I only saw straps on the bottom two rows of hay and they were still tight. My guess is that he hit the road without any straps across the top two rows and that is what was laying in the road. Dumb-A
I just realized that a lot of my post was cut off for some reason so I fixed it.
