I would have blown a cork over that, and likely wound up in jail. That's inexcusable.

 

I feel like having it on there loose draws more attention than if it wasn’t there at all?

 

Looks like he ran out of binders , or just forgot to put one there. But you're correct that's a attention getter.

You ain't gonna break that chain, my pull the arm off the valve or break the mounting bolts , but I'd say the chain is good. Lol

 

Back when young and foolish I found a buddies truck parked in a hotel parking lot while he was out getting drunk.
I had a key and I drained his air out and hung a 10 ounce fishing weight on the chain with it pulled. I then parked on the other side of the lot and waited, He came back at closing time and started the truck to warm it up.... the panic was just plain joyful to me!

 

Now that's funny!
