Yeah.They are similar in nature to European plates according to Wiki though there is no consistency to them depending on where they come from in Mexico. Those dashes between numbers is the hint.

 

Perhaps some photo-shop going on with the landing gear? The photo is kind of fuzzy around the landing gear area.

Ive seen these several time on 58 west between Boron and Mojave, (in the old road days) roll off the trailers on corners twice I witnessed accident with fatalites because of improper securement.

When we convoy- hauled 4 55'X9' (@ 75k each) propane tanks from Calgary to Laredo for transfer into Mexico on 8 axles we transloaded onto the same style trailer and the main beams were about 3/4" flanges with solid webs. They went south on 6 axles.
