Oh but it does. Using the jakes for slowing down at stop signs, get off ramps and any where else you might use the brakes does make a difference in brake life.
My 96 T6 that I recently sold was purchased 2/2004 and put into service with a new set of brakes all the way around. One yr later it was due for a new set of brakes. Much to my shock and my mechanic. He told me to use the jakes more as long as it was prudent and legal. (truck stop lots, and in town being the exceptions) The next set of brakes lasted over 2 yrs. The guy I sold it to in May of this yr just did the brakes if I remember right what he said.

Saying that he mentioned he is on a corner where the highway turns and he is "rural" there is probably a stoplight or slowed traffic around that "blind" corner .. who knows in his case it can be trucks reving up to downshift that he hears. Imagine localities making an ordinance against semis reving to downshift due to noise ...
On another note I could never get over why Seattle has an ordinance on I-5 on Jake braking. There is alot louder things in Seattle (Sirens, ship horns) than a jake brake. -
Jake brakes are safety devices that can save lives, The city ordinances that prohibit them should have been written to fine modified systems not factory spec systems. The use of non factory spec jake brakes should be fined for violating a noise ordinance. The same ordinance could be used to fine Harley's with straight pipes. City officials who are not qualified for moving a big rig should not be allowed to limit the use of our safety equipment. We have to use jake brakes to save our main brakes when the 4 wheelers do somethinf really stupid in front of our trucks. That's where the kill box is at.
