The company I work for currently wants me to work one shift tomorrow at 5am. Work till about noon or 1pm or so. Then go back in at 8pm. Is this legal? Does the 10 hour break period not pertain to local drivers? I want to know because this place is running me into the ground with pretty crappy pay for being a union company.

Seems odd to me, we'll need to know more. What is going to be expected of you when you come back in at 8? Is that 8 exactly or 8 or so? Hard to tell what's going on but it seems strange to me.

If you do any driving after you come back in and your 14 hour day has started you'll be over your 14 and you can work after your 14 is up you just can't drive you can work just not drive. so if you come in at 5am and leave at 1300 if you come back at 2000 you'll be in your 15th hour if you drive you violate your 14 if you do manual labor your fine.

HOS does not apply to "local" work the same way as OTR. I don't know the ins and outs of local rules. The guys to ask would be ScaleMaster and DieselBear. But I'm pretty sure it's legal. The union wouldn't let a company force noncompliance....would it?

The rules are the same for local, you just dont have to prove that you are in compliance with these rules by filling out a log unless you go over 12 hours or 100 air miles.
So the same HOS rules that you all follow OTR still apply. Once you go on duty, the 14 hour rule still applies. The thing about local is, its much easier to fudge the numbers in the log book. So him only having 8 hours off instead of 10, yes, he would still be in violation of the 14 hour rule, unless he quit driving at the 14th hour and performed dock or yard work. -
Huh??? Of course they still apply. Enforcing them is just a little more difficult that's all.

If you punch in on a time clock, they COULD want to check that, if they are being sticklers.
