As mentioned above this is like a glorified parking ticket and any safety personnel that stops an application for just this on an MVR has issues.

When looking at a constant inflow of applications along with the corresponding out flow of terminated drivers one looks for those items on an MVR that stand out as requiring further examination before allowing the file to proceed.

At one position there were ten locations all sending in potential driver's applications and in three years maintaining 165 owner operators I processed enough applications to maintain the average of 165 while terminating 167 my first year, 166 in the second and 165 for the third.

This violation wouldn't get a nano-second of thought.
