Dimples "in" are normal..... bulges out are damage. I worked for a tire shop 30 years ago and they had an advisory out about the "dimples".

Yeah, now, see, here's an excellent example of why a company driver is best. A single truck owner has to take this in the shorts, and you can't just buy one steer tire, so here is $1,000 dollars in tires, only to possibly have that happen again. Let the boss have the headaches.
