I've not had to use mine yet, but a friend has used his and swears by them. Hope I never have to use them. Been driving truck 38 years and only put chains on once and that was a royal pain in the arse.
As far as them getting dirty you just hose them off .
I carry them because they are a lot lighter than chains, because my tractor alone weighs a little over 26,500#.

And if there are mandatory chains and there is no snow to drive on they are shredded. At $200-300 a pair I will throw chains.

Chains appear to be much cheaper and last way longer.

And that's why I used to see Werner drivers sitting at the truck stop in Dubeque Canyon, outside Grand Junction for 3 or 4 days waiting out a snow storm, all the while complaining about losing money. Not to mention the chain bank being empty. If Colorado has it's way, chain banks will be illegal and you'll be carrying them.

Max speed is 5 mph on wet pavement, if you encounter dry pavement, max speed is 1 mph, on snow/ice max speed is 10 to 15 mph. Western Dist. gives these as an option to their drivers, most run them one season and return them in tatters.

I carry 3 sets of chains on my truck year round, unless they are on the tires, they never leave the hanger. I've used them on ice, snow and mud. Every Sept. I pull them and inspect, make sure they aren't tangled, the links aren't broken, the ends are intact. Takes maybe 30 minutes to go over 6 chains. Delivering to some oil fields, if they are contemplating snow in the next 24 hrs (you might only be there 5 hrs) they will make you put chains on, and sometimes, that includes one steer, 4 drives and one drag. My company recently started to buy PeWag http://www.pewagchain.com/ chains, they are made in Pueblo, Co.. Properly cared for, a set of chains should last you a couple of seasons, my current setup has been there 3 years, they look rusty, but I'll still trust them with my life. Don't just buy chains, buy a couple of repair kits and the tool to fix them. We have the tool and every year the boss buys a dozen or so spare parts. When we tear up chains, we are expected to fix them, not just swap them out (but some lazy people do just that). Both our sleepers carry 3 sets of singles, our day cabs carry 1 or 2 sets depending on the driver, they usually have a half dozen spare chains floating around the shop.

Never ceases to amaze me the critical pricing and copy mistakes people make when posting to eBay and similar sites.
