Company shop probably yanked it off the steer axle of a truck that way. Unless, the OP doesn't drive for a company. Then maybe what @peterbilt_2005 said

Might be the axle housing itself flexing. I forget what Hendrickson axle it is but there is one that is notorious for this because the axle housing is so thin it will flex going down the highway when loaded heavy causing wear similar to this. They still put them under new trailers and it's a known issue. The only remedy is to stiffen the axle by welding angle iron along it.

Also ck wheelbearing freeplay on hub by pulling hubcap off and ck. back an forth movement with end play gauge, wear on inside edge can start when bearing gets out of spec.

Are bushings bad? Does the trailer pull straight or does it favor one side more than the other?
