Totally confused, notice from DMV about renewing hazmat background

I know in Mississippi you can renew the first time without finger printing again but then the 2nd time you have to re finger print! From what I was told at highway patrol they have changed the process and it’s only good far the length of your license and then you have to retest to renew! I’m sure California is nothing like Mississippi though! I wish you luck!
