He ignored multiple warnings, then police declined to get involved
The driver believes the situation is minor because the car is parked and not being driven. Police run the plate and confirm there is no insurance and an expired tag. At that point, officers explain the tow is mandatory under policy, not a judgment call. Personal explanations no longer matter once enforcement begins. The car is impounded without further debate.
