Tractor Trailer collides with AMTRAK in Nevada

Considering the driving record of the truck driver, I would say it's safe to assume that this whole thing is his fault. There were two trucks directly behind him & they told the authorities that they could see the train, so if they could how come this driver didn't?? This guy shouldn't have been in a cmv much less a motor vehicle with the driving record he had.
