One in a million but I know it happened once. Truck was parked after running without a good oil supply in the steer axle bearings. When they cooled overnight they welded themselves and locked up tight. Would not turn.

The brake pedal...does it feel any different? When you step on the brakes, does the pedal move, or is it extremely stiff?
If YES, lift up your brake pedal, and you should feel what feels like a steel button covered by a dust boot. Lift the boot up and flood that button with PB Blaster. After about 10-15 minutes, take a big pair of channel locks, grab that button and try turning it side to side. Wow, so much .... and really nothing
Cage each brake set to see if they are the problem, you don’t need to so much other than see if the shoes are “welded” to the drums. -

Update
Two sets of drives were solid frozen to the ground,and the other two were spinning freely,3 days in the 45s and it loosened up.
It never happened to me,never had tires frozen to the ground so yea that was the problem

My break peddle stuck on me thank God it stuck on me in the yard. I took the button out from under the break peddle and smeared anti seize all over it.
