    I believe it was some kind of differential pressure valve Dakota Truck, in Lakeville, MN fixed it, that's what they told me anyhow

    Hi everybody, thanks so much for your help and suggestions.
    Trailer shop found that one of the new drums was out of round, so they replaced that drum. I also had to replace one wheel seal on my tractor - the brake had a good amount of oil on it, which probably caused a brake imbalance between tractor and trailer. The trailer axles still lock up on a hard brake, but it is a lot better now.
