Does it matter besides looks or is there a law that says it has to be in the correct place? The lights have a retaining ring riveted on so I can't fix it.

no, I don't think it matters. Just needs to be back there. Can you reach the pigtails from underneath and behind. Switch those connectors.

I would say both sides should be the same. Leaving them different left to right is just asking for trouble. But technically as long as they work…….

Nothing in the regs say that the signals have to be outside and the brake lights inside. In fact the regs do not even say you need four taillights.
Technically, you could have only one light on each side with a brake/signal/taillight combo and be legal.

Also Make sure that the turns are correctly wired for the side they are on. If you are in the habit of checking them with the fourway lever you may never know that your trailer blinks left when the tractor blinks right. Seen this way to many times when someone replaces a bad 7 pin j-socket.
