The only test I ever had to retake was the written hazmat when I moved from WI to FL. That was back in 2000 though, so things may have changed.

Just a thought but ask your friend.
Personally I just make a quick stop when passing through unless of course you never get that way. You're probably going to have to call and not every state required you to take a test some just take you money, your old CDL and issue a new one.

Valid license, Social Security Card, Proof of residence (pay stub, electric bill, voter registration card, rental aggrement) and pay for the new license and endorsements. No testing. My wife is a drivers license supervisor in Des Moines. Law says it needs to be done in 30 days.

I did talk to my buddy about that this morning, and he confirmed what Hurricane said.

The State to which you are applying may require you to take a test, but the Homeland Security clearance is for a specified period of time (I forget how long) and is not conditional on State of residence. Essentially, Homeland Security determines that you do not pose a threat and are therefore eligible to transport hazardous materials, conditioned upon meeting State licensing requirements.
