It means that the truck's steering is really loose or seems that way and the truck tracks the road like there are groves in it.

Well, words mean slightly different things to different people.
I see a 18 wheeler as a living thing. It's strange to some, they can leave it there. If for instance Billy Bob wants to do a little race for shifting off a city light to the next block, we take off on the green and I "Walk away" from Billy Bob and win the race.. that means that the truck simply overpower Billy Bob's anemic crappy rig bad shifting etc. It will literally move ahead at a pace that is fast. To walk away.
That is one.
Crawling comes to mind when I am in Vermont against my favorite 24% grade that is 3 miles straight up with a little 350 kitty cat... in the granny hole (Lowest gear) tires barely rotating, all the needle gauges well past breaking (Who cares? If it breaks it breaks....) And it's been a hour already with about another hour to the top. Breakout the smokes and coffee and pour a cup all around. Settle in.
Another form of crawling refers to.. lot lizards. At night women of the night would dart from trailer to trailer across the row unseen by anyone. You would literally associate that furgitive behavior to the classic crawling lizard. No further explain needs here.

What I did not state in my post is that there will be slightly different meanings around the USA. If you come down to Baltimore (Bawla'mo...) you are going to find a different way of talking than say... New Orleans or else where.
There are pages online regarding trucker slang most of it is related to CB work but there is some that will apply to the topic here. -

This could be caused by a number of things, low tire pressure, bad kingpins, bad draglink,bad steering box, start with the simplest thing first, tire pressure and work from there
