I see, thanks. I've wondered how the FSC actually works.
So, it's not a subsidy, it's a stratagem developed that ultimately gets passed onto the consumer who, in one way or another, are the one's who foot the bill. Kinda like a sanitized tax, without having to call it a tax.
I'll betcha there's hundreds of these types of schemes written into our tax codes and regulations that each one of us "benefit" from or are "punished" by every single day. It is what it is, unfortunately.

He was on the road before Christmas and had some wrapped presents in his car, a Mercedes as well. He spent the night at a hotel, parked right outside his room. Someone broke in through the trunk, was able to get through the backseat and stole everything he had in there. Including his aftermarket sound system, etc.

California will still be looking for a bailout in stimulus money from the feds to help offset their $160 billion deficit for the state pension program. Tens of thousands of state employees haven't worked since March of last year because of the pandemic, but still receive their full salaries and benefits. One of my wife's friends is one of them. She's been on vacation for a year while getting paid.
