All these answers are right except for the ones that are wrong. Don't worry though, even DOT officers don't agree on everything. My experience has been once they find a few things to fine you for they're happy. It doesn't really matter what the infraction is.

Many states don't give a flip about GVWR other than for license class required (A,B,C etc). As long as you paid for registration for the actual weight and are not over axle or tire ratings they don't care what GVWR says.

Now insurance and liability issues should you get in a crash while over the GVWR may be an issue but I doubt you will get a ticket if you are not over register weight, axle weight, or tire ratings.

I'm looking to start non cdl hotshot and the image above is for a 20k dual axle air ride 35+5 trailer weighing 8500lbs, and I was told the dually truck im about to get is weighing 7500lbs not loaded should be 16000. will I run into to any dot problems with this setup or any problems in general???

You will need a class A CDL to pull that trailer even empty.

The class of license required is based off of the GVWR of your truck and the GVWR of your trailer added together. The trailer is 20k and I am guessing your dually is at least 12k thus 32k is over 26k and you need a class A CDL. If your dually has a GVWR over 10k you can’t even pull a 14k trailer without a CDL.

It's a 20K rated trailer and as I assume the truck will have a rating over 6K then you will need a Class A license to drive that combo. Actual weight doesn't matter much unless over the rating.. It's the ratings that matter the most.
Here is a flowchart to help you.. And remember it's ratings that matter, so you need to get the rating of the truck.

WA State Licensing (DOL) Official Site: Who needs a CDL?

tbh I'm not sure if it is a 20k trailer he just sent the info and I went and looked up on the website trying to find the trailer and based it off of that...but this a custom trailer that has to be made for wat I was trying to do, so really I don't think it's 20kbut it has to be custom made and suppose to be fo non cdl hotshot

The pic for the invoice you posted states it's a 20k rated trailer.... First line after the seller name and phone number..
