The uproar over the "5 things" email was because it was stupid and pointless. Who was going to collate and review the answers? Were the answers going to compared to job descriptions? Were department heads and middle managers going to get access to the responses? Does the recipient email box have enough storage?
As to the Prorate office - care to post their inflation adjusted budget for the last 5 years? Or, if it's easier the total state expenditures per capita? Are they doing less with the same, more with less, or less with less?

Personally? Yes, I do think that a jump in OOS warrants an in depth review. Certain violations like missing proof of inspection should carry a HUGE penalty to the carrier if the driver also had OOS violations. That's not something than just 'happens during a trip'. I also think an ELP violation should result in a site visit and/or a FMCSA official having a phone conversation with a random sampling of drivers. I'd like weigh stations open more, I'd like warnings sent to overweight carriers who cross a virtual weigh station and flag the carrier for increased scrutiny after a certain number of 'violations'. I'd like intermodal ramps to get fined for letting overweight containers into and out of their yards. There are a lot of things I'd like to see - chief among them a sense of responsibility from the carriers ownership.
But that's not the question at hand - the question is what is the computer going to be programed to do? How are we going to actually weed out the bad actors? Because the current system obviously isn't working. In another thread someone mentioned carriers getting limited radius insurance and then running OTR, and FMCSA's response was "we just go by what they file". It's not hard to fake insurance documents, and unless the insurance company has to send a copy of the coverage directly to FMCSA, or FMCSA makes a phone call/email/carrier pigdgeon request - who's to know?
I'm all for using technology to speed up processing. I just think it's insane to believe that we can both cut the budget AND increase scrutiny. We desperately need increased scrutiny and increased penalties for violations. -
A jump in OOS can trigger one, but not the OOS percentage.
ELP violation should trigger a DQ review, should also be in a database same as D/A
Computer program has been in use for many years, could handle 100's of HOS & D/A reviews a day. All it requires is the notice to have the provider
e-mail the data file. Why they don't increase it I have no idea.
That was me with the radius insurance. Insurance company has to file the BMC-91 direct to the FMCSA. Why there is no mention of radius, your guess is as good as mine. Should be pretty simple to do. -
