Trucking into and out of Canada

    These are the special requirements I have come up with as of now.

    BC Insurance Filing
    CVOR
    PAPS
    PARS
    ACE
    SCAC
    Bill 140--Quebec Safety Rating System

    As far as I can tell, there are no special requirements for any Province or Territory other than BC, ON and QE. BC requires the BC Insurance Filing, ON requires the CVOR Permit and QE requires the Bill 140-Safety Rating System Registration.

    Are Bonds required for PAPS, PARS and ACE? What kind? In what amount? I am talking about general freight into and out of Canada, not In Bonds where the freight may originate in another country or is destined for another country and is merely passing through the US or Canada.

    There are companies that will electronically file your ACE, does this mean you do not have to register with ACE?

    Is there anything I am missing?

    PAPS and ACE are for entry into the US from Canada.

    The shipper and carrier must be registered with DHS, Customs & Immigration, and you, the carrier, are issued a SCAC identifer. You will need a Canadian or American Customs Broker to set you up with the ACE manifest system, they will also sell you the SCAC numbered stickers that you will apply to your US Customs Invoice and Bill of Lading.

    The process is that you email/fax your US Customs Invoice and copies of the BOL ( with PAPS stickers attached) to the US Customs Broker designated by the Shipper.

    You also email/fax those same copies to your US/Canadian Customs Broker for the issuance of an ACE manifest.

    Somewhere deep in the bowels of the DHS computers the PAPS shipment is tied to your ACE Manifest, and once the shipment is cleared, you cross the border, handing the ACE manifest and your Passport to the nice man in uniform in the booth. The nice man will confirm that your load is in fact cleared to enter the US, ask a few questions and generally you're on your way. If the nice man decides to be a nasty man, then you could be a few hours, with Xray, Inspection etc etc.

    The same Canadian Customs broker will also set you up with PARS, and PARS stickers to attach to your Canadian Customs Invoice and/or Bill of Lading. You email/fax these to the Canadian Customs Broker named by the Shipper. Some will text/email you when cleared, others you can check on the internet, and some you have to call.

    The CVOR you apply for through the Ontario Ministry of Transportation, and surprise - no cost!!!!! I don't believe the turnaround is all that long, maybe a week.

    Old thread I know...but I am looking at a load that would need to just pass through Canada from Flint Mi to Buffalo via 69, 401, 403. Is it a big deal these days? Because it is not delivering to Canada do I need all of that stuff and E manifest?

    I mighr be wrong but calling a Canadian Customs Broker would probably be a good start. They could help. Or call Customs.

    Yea I did and I have the form BSF329-7 form here....but I was still a little unsure on it....the lady talked fast...she sounded busy man. Is it a bis mess crossing...long waits?

    I go there in cars every few years but it has been a while and never went in a truck.

    Been a few years since I crossed in a truck. I like running stateside, hate the border. Theres a website if you google it that tells approximate border wait times.

    US load, stop at US Customs export control, see broker who generates an "Intransit", go back to US export control and they will "initiate" it, proceed to Canada Customs and they will stamp it, continue trip thru Canada, stop at Canada Customs export control and they will stamp the exit, stop at US Customs and they will close it out, continue on the US destination.......
