This is one scary thought that makes one wonder of the true intentions even back under Eisenhower.

It was believed that large cities would be targets in a possible future war, and the highways were designed to evacuate them and allow the military to move in.

I guess I don't understand what's scary about that. It's very realistic to see that a large city would be a targeted area... and we need to get citizens out quickly, and be able to bring folks in to defend it.

The initial planning that the military could or would need to move into a large city.

So the reasoning (of some) is that Trucks "own" the road and that somehow ten cars slowing and coming back to speed uses less fuel than one truck dropping 1 MPH for 1 minute to allow a pass or pulling a grade in a lower gear?

While the consideration for mass evacuation was essential...at the time a 4 lane (one direction) was considered "efficient" to evacuate the population....keep in mind in the larger cities, few owned cars and were dependent on mass transit for movement.

Just to prove our "system" is inadequate for "efficient evacuation"...look at the cluster muck that occurs in a hurricane evacuation...the "system" gets clogged and put to a parking lot in the morning/evening rush hour let alone when a mass evacuation is mandated. (Katrina...the run to Houston from New Orleans).

What was interesting...the "system" connected the internal large cities (mid west) yet at the time...any "attacking forces" were highly restricted in what distance their offense was capable of....so the focus should have been more to the coastal metropolis' not so much the interior population.

    To each their own.

A truck has a schedule to keep, speed to maintain, and build for a climb.

If they need it, why not let them and live with it.

Be professional and deal with it.

Ok, you lost me... a force attacks a city, the military moves in to defend the ground. Why is this hinting at black helicopter conspiracy theory notions?

    No conspiracy theory.

Just the fact that they planned that they may have to move the military into a city.

    Use Kansas City for instance.

    A foreign invasion?
    A sudden war?

Mass evacuation needed from the city and they have planned to enter it.

The cold war years were definately an interesting time.

Sad that you believe because someone thinks for themselves, they must be seeing black helicopters.

    Very sad.

I didn't take the OP's post as complaining about fuel consumption...to me it was more of the trucks pacing each other up a grade and not allowing the pass from the overtaking truck...the slower truck could have (should have in a considerate attitude to all other motorists...4 wheelers and rigs alike)...the slower truck should have backed out to allow the passing truck a spot to get back over and allow the smoother flow of traffic.

I see this game all the time...one truck "sits in wait" for a governed truck to attempt a pass...then the other truck suddenly "matches the speed" and clogs the highway....in my opinion just to mess with 4 wheelers and the other passing truck...and not just on pulling grades, but on the flats also!
