This is an easy fix that you can do yourself in about an hour. A good compressor wheel will be machined and is already balanced. Think about it, if you are missing pieces of the fins or they are just bent then you are running around with it out if balance to start with. IMO people tend to make these things harder than they really need to be. It's all just nuts and bolts. Turbo shops will tell you that you need a new unit, rebalance, new bearings etc. They are out to make money just like us. You have no shaft play so throw a new wheel on it and let it ride!! FWIW I got my replacement OEM wheel from eBay for $36, runs good as new

But where is the plastic bag now and any pieces of the compressor wheel? Also, the plastic bag, if crumpled, and the turbo running at any speed, could have jammed the compressor wheel hard enough to make it scrape the compressor housing.
Of course it will be up tot he individual to assess the risks, but if I were making my living with the truck, my assessment would be that the risk of a much higher bill for towing and engine replacement if I did not replace the damaged turbo now.
If there are any pieces missing at all on the compressor wheel, and they were not found and reclaimed, disaster is just around the corner. IMO. -
i'm also going to replace charge cooler, that's the only way to take care of missing pieces
