Ok, I hope some of you that have more mechanical experience than I do can maybe help me out a little here..I have some symptoms I'll describe, hopefully one or more of you can help me to figure out how to tell the idiots in our shop what the issue is:
1. Truck has no power. I get passed by everything on the road on a grade, even just a slight one. This condition is worse the higher altitudes I go
2. Horrible gas mileage for a Volvo. I can't even squeak out 6.0mpg at less than 65 and I think I should be able to..
3. Bad squealing/squeaking/whistling noise when using the jakes near the top of the RPM range for selected gear
4. Also same squealing/squeaking/whistling noise when I have to put foot back on gas after said hill. It's getting worse and worse...Happens under load, not when bobtailing or empty trailer.
I think it may be the turbo acting up, but what do I know..they hired me to drive, not diagnose and fix mechanical issues...maybe one of you mechanically inclined individuals can tell me what my problem may be...

I am no expert.. but if the truck was mine, I would opt for what's called an 'OVERHEAD' or tune up. That will check most things like fuel pressure, valve adjustment, injector inspection/adjustment, turbo inspection, charge air cooler performance, etc etc.. Well worth it and suggested to me every 150K or so.
I'm sure the experts can add to this and/or correct me if I'm wrong as I am still learning too.
Also, I'm sure we would like to know the engine you have, etc... -
Oh, I have an '05 Volvo with the Cummins ISX
Since it's a company truck, I can't really tell them what to do on it, only tell 'em what's wrong.... -

You might have a possible problem with the EGR valve, which is pretty famous on those engines for going bad. The Overhead and tune up on the ISX is very very easy, sucks you are not allowed to work on it.

I will be the first to admit i'm no professional either!
But, I like to help when I can.
Guessing by the noises you hear under the conditions you describe i would look into a couple things.
Sounds to me like you are hearing high pressure air or possibly gasses escaping through a small hole or holes.
Simple things first, I would look at all the hoses, clamps, piping, the air/air cooler etc for any leaks. Start at the turbo and visually inspect everything from there to the intake. It is best to pressure test the entire system if you can.
Another possibility is a broken head bolt. Some of the older Cummins motors had this happen, not sure about the ISX. Busted head bolt lets compression slip out by the head gasket.
The sound could possibly be the turbo itself. Remove the exhaust and intake from it and check the vanes on the turbine and the compressor wheels. Also check to see if the vanes have been contacting the housing anywhere. Check the radial and axial run-out, making sure the vanes do not contact the housing at any point.
These are some of the simple things to check.

If I remember it right one member on this forum had similar problem with his Cummins ISX. Turned out to be a broken stud of an exhaust manifold so that leaking exhaust was making whistling noise. Look for black spots around exhaust ports.

Wow, so many things to possibly look at/for. I know last time I was complaining about lack of power at altitude, they found some of the air lines needed tightened, but that did not help the whistling noise. It has since gotten worse...I'll try to make the shop understand what to look for, but they are famous for saying "it's fixed" and when we get back out on the road, we find that's not so.....I was trying to get by our main office to have them look at it as they are more on the technical side, but I was dispatched back to my home terminal area where they don't do anything right.....
