In Japan, when drivers come to a red light, it's common for them to turn off their headlights to reduce glare for the drivers across from them. However, the argument is that drivers forget to turn them back on.

But...this little act of nice culture in Japan will be going away as of 2021.
Japan makes automatic headlights mandatory

Thus, Japan is the first country in the world to make automatic lights mandatory as of April 1, 2020. All new models introduced after this date will now be required to have automatic headlamps as standard. Vehicles launched before April 1 will be required to have automatic lights from October 1, 2021.

... In fact, it is no longer possible to switch off the lights manually when they are automatically switched on.

My question would be if their head lights were on low beam why would there be much glare anyway or are their low beams still to bright?
