Maybe not in Alaska but I ain't in Alaska. Here (in California) you can take your hazmat test and start the background check before you have a CDL.

Same in Pa. You can take hazmat test before obtaining CDL.

Not talking about the DMV test for endorsement, talking about whatever the clearance/document/ID/endorsement that is provided by Homeland Security. Look here; https://universalenroll.dhs.gov/#hme-home and try to enroll without a CDL#.

    I called the number.

The homeland security Hazardous Material Endorsement requires at least a CDL Permit. Can not sign up for one without it.

    now I am really confused

What is the difference between the state (i am in PA) endorsement and the federal endorsement. Do I have to have both, or does the federal cover me for all, or vice versa with the state?

ugggh, glad I asked the questions, but confused as heck now

Yes, sir! It appears to me that the CDL endorsement tested for at the DMW, for HazMat, now requires the blessing of Homeland Security. So, if you have the luxury of time, get the DMW endorsement for HAzMat then apply for both the TWIC and HME at the same time and get the $discount.

I got my HAZMAT while I had my CDL permit. Of course, if you somehow fail to get your actual CDL, you won't have HAZMAT either. I also had my tanker endorsement on my CDL permit, but it was restricted to empty tanks. lol.

Yes, that's correct. I was fingerprinted at my state DMV office first.

To get your HAZMAT endorsement, you have to have your CDL permit.
Then you fill out the form for the background check and get fingerprinted and pay your 80 bucks at the DMV (or where ever).
Once you get fingerprint and background approved, only then can you take the HAZMAT test at DMV.
If you pass the test, your CDL learner's permit will be noted as such.
Then, if/when you get your actual CDL, the HAZMAT endorsement will be on it.

First CDL learner's permit, then fingerprints and background check, then the DMV written test, then you get the endorsement.

Edit: Plus, in order to get the HAZMAT fingerprinting/background check done, I had to renew my expired passport, because my birth certificate wasn't sufficient proof of citizenship any more. I went ahead and got a passport card and used that as proof of citizenship when I turned in my HAZMAT background check form at DMV. :biggrin_25523:

remember if you get a passcard you must re enter the US the same way (mode of transportation) you left, if you have a passport that is not the case come and go which ever way. so with a passcard you go and oh crap you get ill, wife is dying or what ever reason is important enough for you to get back home most rickety tick you must drive home no if ands or buts. now with a passport you catch the next flight home handle emergency fly back and go back to trucking.
